Kentucky Senate Confirms Governor's Trustee Appointments

FRANKFORT, KY – The Kentucky Senate unanimously approved three resolutions during the 2022 Legislative Session confirming gubernatorial appointments to the Kentucky Retirement Systems (KRS) Board of Trustees and the County Employees Retirement System (CERS) Board of Trustees.

Senate Resolution 198 confirmed the appointment of Pamela F. Thompson to the KRS Board of Trustees, Senate Resolution 242 confirmed the appointment of Martin I. Milkman to the CERS Board of Trustees, and Senate Resolution 261 confirmed the appointment of E. Lynn Hampton to the KRS Board of Trustees.

Governor Andy Beshear appointed Ms. Thompson in October, Dr. Milkman in June, and Ms. Hampton in July of 2021.

Ms. Thompson is Managing Director and Senior Wealth Advisor at Mariner Wealth Advisors. Governor Beshear appointed her to fill a position on the board representing people with investment experience. She replaced Kelly Downard, who resigned from the board. Ms. Thompson’s term expires June 17, 2023. She also serves on the KRS Investment Committee.

Dr. Milkman is Professor Emeritus at Murray State University, where he served as a faculty member for 31 years. His primary research interest was the economics of education. He was appointed by Governor Beshear to represent members with retirement experience. He was recommended by the Kentucky School Boards Association (KSBA). He was appointed to replace W. Joe Brothers, whose term had expired. Dr. Milkman’s term will expire July 1, 2025. He also serves on the CERS Investment Committee.

Ms. Hampton spent 23 years with the Metro Washington (D.C.) Airports Authority, which manage Ronald Reagan Washington National Airport and Washington Dulles International Airport. In 2010 she was named President and Chief Executive of the Airports Authority. She returned to Kentucky in 2019. After retirement, she established a consulting firm, Lynn Hampton Associates, to provide financial consulting services to national and international airports. Ms. Hampton was appointed by Governor Beshear to fill the remainder of the term of David Harris, who resigned from the board. That term expires June 17, 2022. She represents people with retirement experience. Recently, Ms. Hampton was elected Chair of the KRS Board of Trustees. She also serves as vice chair of the Joint CERS-KRS Audit Committee and is a member of the KRS Investment Committee.

All gubernatorial appointments to the CERS and KRS Boards of Trustees are subject to Senate confirmation.
