Public invited to discuss supporting children and families at foster care meetings in June

FRANKFORT, Ky., May 15, 2025 – The public is invited to virtual town hall meetings in June hosted by Citizen Foster Care Review Boards to discuss ways to improve outcomes for Kentucky families and children in the foster care system. Anyone interested is encouraged to attend one of the regional meetings June 5, 10, 12 or 16. Registration is required. 

The town halls will focus on how children and families who have experienced out-of-home care can contribute to bettering the child welfare system. The discussions will focus on encouraging children and youth in out-of-home care to take part in extracurricular and social activities that are appropriate for their age. These activities play a vital role in promoting personal growth, building skills and supporting independence.

Due to confidentiality, specific cases will not be discussed.

The town halls will primarily focus on normalcy for Kentucky’s children in foster care regarding extracurricular and social activities. Discussion points will include:

  • What age-appropriate extracurricular activities are accessible to children and youth in out-of-home care?
  • Are foster children across the state able to participate in normal activities?
  • Are children in private childcare foster homes and residential placements receiving equal opportunities for normal activities as those in other types of placements?
  • What barriers exist that prevent foster youth from engaging in normal activities?
  • What solutions can be identified to overcome these barriers and ensure equal access to these vital experiences for all foster youth?

Findings from the meetings will be reported to the Kentucky Citizen Foster Care Review Board and included in the CFCRB’s annual recommendations to the Supreme Court, governor and legislature. Regional meetings are among the reforms called for in House Bill 1, adoption and foster care legislation passed in 2018 to improve outcomes for children in out-of-home care.

Citizen Foster Care Review Board
The Kentucky General Assembly created the state CFCRB in 1982 to decrease children’s time in out-of-home care. More than 700 volunteers across the state serve as members of the Kentucky CFCRB.

Thousands of Kentucky children enter foster care each year due to dependency, neglect and abuse. CFCRB volunteers play an important role in protecting children by reviewing the case of each child in the custody of the Department for Community Based Services in the Kentucky Cabinet for Health and Family Services.

CFCRBs review the case of each child in foster care at least once every six months, as required by statute. In fiscal year 2024, volunteers reviewed 19,565 cases involving 11,301 children in out-of-home care. View the latest CFCRB annual report at https://kcoj.info/CFCRB2024.

Administrative Office of the Courts
The Administrative Office of the Courts administers the CFCRB program. The AOC is the operations arm for the state court system and supports the activities of nearly 3,300 employees and 412 elected justices, judges and circuit court clerks. The AOC also executes the Judicial Branch budget.
