Gov. Beshear Makes Appointments to Kentucky Boards and Commissions

FRANKFORT, Ky. (Aug. 26, 2022) – Gov. Andy Beshear has made the following appointments to Kentucky boards and commissions:

Gov. Beshear has appointed Nicholas Rapier as County Judge/Executive of Nelson County.

Gov. Beshear has appointed Arthur Leach as Property Value Administrator for Ohio County.

Gov. Beshear has appointed Kevin McManis as Magistrate for the 3rd District of Henry County.

Gov. Beshear has appointed Purna Veer as a member of the Waterfront Development Corporation Board of Directors. The Governor has also reappointed Christopher Jones, Oliver Barber and Theresa Connolly.

  • Purna Veer of Louisville is the president of V-Soft Consulting. He replaces Sam Aguiar, who has resigned, and shall serve for the remainder of the unexpired term ending July 31, 2024.
  • Christopher Jones of Louisville is an attorney at Dentons Bingham Greenebaum and shall serve for a term expiring July 31, 2026.
  • Oliver Barber of Louisville is an attorney at Barber, Banaszynski & Hiatt PSC and shall serve for a term expiring July 31, 2026.
  • Theresa Connolly of Louisville is an education consultant and shall serve for a term expiring July 31, 2026.

Gov. Beshear has reappointed Kate Latts as a member of the Louisville/Jefferson County Tourism and Convention Commission.

  • Kate Latts of Prospect is the co-president of Heaven Hill Brands and shall serve for a term expiring April 29, 2026.

Gov. Beshear has appointed Lindsey Westerfield and Rebecca Nelson as members of the State Board for the Certification of Librarians.

  • Lindsey Westerfield of Russell Springs is the director of the Russell County Public Library. She replaces Lisa Rice, whose term has expired, and shall serve for a term expiring June 30, 2026.
  • Rebecca Nelson of Georgetown is an instructor at the University of Kentucky College of Communication and Information. She replaces Dan Miller, whose term has expired, and shall serve for a term expiring June 30, 2026.

Gov. Beshear has appointed William Redwine as a member of the Charitable Gaming Advisory Commission.

  • William Redwine of Morehead is retired. He replaces Eric Richie, whose term has expired, and shall serve for a term expiring July 10, 2026.

Gov. Beshear has appointed Jennifer Lutes and Deborah Harman as members of the Board of Speech-Language Pathology and Audiology. The Governor has also reappointed Casey Roof.

  • Jennifer Lutes of Louisville is a speech-language pathologist at the University of Louisville Hospital. She replaces Virginia Rose, whose term has expired, and shall serve for a term expiring Aug. 9, 2025.
  • Deborah Harman of Morganfield is a retired elementary school principal. She replaces Stephanie Graham, whose term has expired, and shall serve for a term expiring Aug. 9, 2025.
  • Casey Roof of Louisville is an audiologist at Jefferson County Public Schools and shall serve for a term expiring March 6, 2025.

Gov. Beshear has appointed Emily Couch, Arushi Gupta and Kinsey Morrison as members of the Pediatric Cancer Research Trust Fund Board.

  • Emily Crouch of Lexington is a registered nurse at Kentucky Children’s Hospital. She replaces Jennifer Mynear, whose term has expired, and shall serve for a term expiring Aug. 9, 2026.
  • Arushi Gupta of Louisville is a student at the University of Louisville. She replaces Haley Sage, whose term has expired, and shall serve for a term expiring Aug. 9, 2026.
  • Kinsey Morrison of Louisville is a communications advisor for Governor Andy Beshear. She replaces Heather Shaw, who has resigned, and shall serve for the remainder of the unexpired term ending Sept. 1, 2023.

Gov. Beshear has reappointed Thomas Evans, Jeannie Taylor and Nancy Perry as members of the Commission on the Deaf and Hard of Hearing.

  • Thomas Evans of Union is a pediatric audiologist at the Cincinnati Children’s Medical Center and shall serve for a term expiring July 1, 2025.
  • Jeannie Taylor of Franklin is a retired special education teacher and shall serve for a term expiring July 1, 2025.
  • Nancy Perry of Franklin is an ASL teacher and tutor and shall serve for a term expiring July 1, 2025.

Gov. Beshear has appointed Paula Garner as a member of the Juvenile Justice Oversight Council. The Governor has also reappointed Tyra Thomas Walker, John Adams, John Ward and Steven Gold.

  • Paula Garner of Simpsonville is CEO of Maryhurst. She replaces John Sivley, whose term has expired, and shall serve for a term expiring Aug. 1, 2024.
  • Tyra Thomas Walker of Louisville is a special education teacher at Jefferson County Public Schools and shall serve for a term expiring Aug. 1, 2024.
  • John Adams of Hopkinsville is a district judge for the Commonwealth of Kentucky and shall serve for a term expiring Aug. 1, 2024.
  • John Ward of Elizabethtown is Hardin County Sheriff and shall serve for a term expiring Aug. 1, 2024.
  • Steven Gold of Henderson is the Henderson County Attorney and shall serve for a term expiring Aug. 1 2024.

Gov. Beshear has appointed Charles Graham, Robert Willinghurst, Michael Gupton, Robert Akin and Robert Walker as members of the Kentucky Apprenticeship Council. The Governor has also reappointed Jennifer Lindon.

  • Charles Graham of Louisville is the retired director of Plumbers and Pipefitters Local 502 Training. He replaces Julie Wischer, whose term has expired, and shall serve for a term expiring Aug. 11, 2026.
  • Robert Willinghurst of Louisville is the apprenticeship training director at Louisville Electrical JATC. He replaces Donald Adkins, whose term has expired, and shall serve for a term expiring Aug. 11, 2026.
  • Michael Gupton of Louisville is CEO of Kentucky Dataseam Initiative Inc. He replaces Jonathan Dougherty, whose term has expired, and shall serve for a term expiring Aug. 11, 2026.
  • Robert Akin of Greensburg is Director of Kentucky LECET. He replaces Frances Feltner, whose term has expired, and shall serve for a term expiring Aug. 11, 2026.
  • Robert Walker of Louisville is an attorney at Colyer Law Firm. He replaces Aaron Thompson, whose term has expired, and shall serve for a term expiring Aug. 11, 2026.
  • Jennifer Lindon of Hazard is President of Hazard Community and Technical College and shall serve for a term expiring Aug. 11, 2026.

Gov. Beshear has appointed Riki Danielle Burton, Mary Teresa Terlau and Briana Sweatt as members of the Statewide Council for Vocational Rehabilitation. The Governor has also reappointed David Allgood, Necholyia Wright, Todd Stephens and Christopher White.

  • Riki Danielle Burton of Olive Hill replaces Mary Catherine Jackson, whose term has expired, and shall serve for a term expiring Aug. 15, 2025.
  • Mary Teresa Terlau of Louisville is a psychologist. She replaces Carla Ruschival, whose term has expired, and shall serve for a term expiring Aug. 15, 2025.
  • Briana Sweatt of Lexington is an administrative assistant for Bluegrass Council of the Blind. She replaces Theresa Thomas, whose term has expired, and shall serve for a term expiring Aug. 15, 2025.
  • David Allgood of Louisville is director of advocacy for the Center for Accessible Living and shall serve for a term expiring June 27, 2025.
  • Necholyia Wright of Louisville is a registered nurse at Norton Healthcare and shall serve for a term expiring June 27, 2025.
  • Todd Stephens of Ashland is president of TLQ Vending Services LLC and shall serve for a term expiring June 27, 2025.
  • Christopher White of LaGrange is a workforce development specialist at Goodwill Industries of KY and shall serve for a term expiring June 27, 2025.
