Special exam only open to residents of Caldwell and Rockcastle counties
FRANKFORT, Ky. (July 27, 2026) — The Kentucky Department of Revenue (DOR) has announced a special examination to qualify prospective candidates to fill two Property Valuation Administrator (PVA) positions for Caldwell and Rockcastle counties.
The special qualifying test – which is required by Kentucky Revised Statute (KRS) 132.380(1) – will be held Tuesday, Nov. 10, 2026, at 10 a.m. ET in Frankfort at:

To register for the special examination, applicants must meet the criteria set forth in Section 100 of the Kentucky Constitution. To be eligible, applicants must:
- Be at least 24 years of age;
- Be a citizen of Kentucky;
- Have resided in the state at least two years preceding the election; and
- Have resided in the county at least one year preceding the election.
A government-issued photo ID will be required for all examinees.
Participants will have 3.5 hours to complete the examination. There is no study guide for the examination. It consists of questions that test the applicant’s general knowledge of vocabulary, mathematics and reading comprehension. All materials necessary to take the examination, including calculators, are supplied.

Qualified examinees with a score of 70 percent or better will be eligible for appointment by the Governor to fill the local PVA vacancies in Caldwell and Rockcastle counties until a special election is held in 2027.
