Attorney General Coleman and Commonwealth’s Attorney Gay Announce Felony Indictment of Former Wolfe County Animal Shelter Treasurer

FRANKFORT, Ky. (Oct. 28, 2026) – Attorney General Russell Coleman and Commonwealth’s Attorney Johnathan Gay announced today that joint action from their offices resulted in the indictment of a Campton woman on a felony theft charge related to her role at a county animal shelter.

A Wolfe County Grand Jury indicted Pam Pilgrim, 74, on one count of Theft by Unlawful Taking, more than $10,000 but less than $1,000,000 (Class C Felony). According to the indictment, the theft occurred from January 2019 through July 2024. Pilgrim, who was the treasurer of the Wolfe County Animal Shelter, is charged with theft of $112,144.58.

Pilgrim was arraigned Wednesday afternoon. The judge ordered her not to act as treasurer on any boards.

The office of Allison Ball, The Auditor of Public Accounts, discovered the issues during an audit and referred the matter to the Attorney General’s Department of Criminal Investigations. The Office of Commonwealth’s Attorney Gay, who serves Bracken, Fleming, and Mason counties, will be prosecuting this matter on behalf of the Commonwealth with Assistant Commonwealth’s Attorney Mark Mantooth as the special prosecutor.

Pilgrim returns to court February 18th.

The Kentucky Supreme Court’s rule on trial publicity limits information the Office can provide publicly.

The charges in an indictment are allegations, and the defendant is presumed innocent unless and until proven guilty.
