Attorney General Coleman Appoints Robyn Shier as New Chief of Child Support Services

FRANKFORT, Ky. (Sept. 23, 2026)—Attorney General Russell Coleman announced today the appointment of a veteran child support attorney to serve as the Office’s new Chief of Child Support Services.

Robyn Shier will serve as the Commonwealth’s second-ever Chief of Child Support Services, following the departure of Amy Burke. Shier has served as the Deputy Chief of Child Support Services since 2025 when the responsibility for Kentucky’s child support function transitioned to the Office of the Attorney General from the Cabinet for Health and Family Services.

Prior to her role in the Attorney General’s Office, Shier was the director of the Fayette County Attorney’s Office Child Support Division for more than a decade. She began with the Fayette County Attorney’s Office in 1998 as an Assistant County Attorney. Shier received her juris doctor from the University of Louisville Brandeis School of Law.

“Strengthening the financial stability of Kentucky families and serving our kids is a no-fail mission at the Attorney General’s Office,” said Attorney General Coleman. “Robyn is a proven attorney with a track-record of leadership in delivering for Kentucky’s kids. I am looking forward to working with her as she steps into this new role to serve our county attorney partners and – most importantly – the children who rely on the program.”

Amy Burke served as the Attorney General’s first Chief of Child Support Services. Burke is the District Judge-elect for the second division of the 15th Judicial Circuit, serving Carroll, Grant and Owen counties and will depart the office at the end of this month.

Burke, who graduated the Salmon P. Chase College of Law, began working for the Kenton County Attorney’s Child Support Office in 1998, where she later became the Chief Prosecutor specializing in cases involving serious injuries to children, dependency abuse and neglect, domestic violence, and sexual assault. Later, she served as the Assistant Deputy Attorney General over the Criminal Division for Attorney General Daniel Cameron.

“Amy has been a phenomenal champion for Kentucky’s kids and a privilege to have as a colleague. Since taking the role, she has traveled thousands of miles across the Commonwealth in order to better serve the families who depend on these services,” said Attorney General Coleman. “I thank Amy for her commitment to this Office and look forward to her ongoing service, knowing she will continue her passion for Kentucky from the bench.”

Stacy Taulbee, who serves as General Counsel for Child Support Services, will also take on the role of Deputy Director.

Background: In 2023, the General Assembly passed legislation sponsored by Senator Stephen Meredith (R-Leitchfield) to move the Commonwealth’s child support function from the Cabinet for Health and Family Services into the Attorney General’s Office. The transition took place on July 1, 2025, with minimal disruption to those delivering child support services, and most importantly for the children and families who depend on them.

In the last fiscal year, the program handled more than 200,000 cases and collected over $318 million. Learn more about the Attorney General’s Department of Child Support Services here.
