LOUISVILLE, Ky. (Jan. 13, 2026) – Attorney General Russell Coleman announced the former Director of Louisville Metro Youth Transitional Services has pleaded guilty to a five-year sentence following action from the Attorney General’s Special Prosecutions Unit.
On Tuesday, Toni Rice (44), pleaded guilty to one count of Criminal Mischief (Class D Felony), one count of Tampering with Physical Evidence (Class D Felony), two counts of Intimidating a Participant in the Legal Process (Class D Felony), one count of Tampering with a Witness (Class D Felony), and misdemeanor charges of Failure to Stop and Render Aid, Falsely Reporting an Incident and Official Misconduct.
According to charges filed in Jefferson Circuit Court, Rice crashed her government-issued vehicle in July 2024. She then tried covering it up, including asking two of her employees to provide false information to authorities on the circumstances surrounding the crash. At the time, Rice had been serving as Director of Louisville Metro Youth Transitional Services, a facility housing juvenile defendants as they await court appearances.
As part of the plea agreement, Rice will be required to pay restitution in the amount of $21,000 to Louisville Metro Government. Sentencing is set for March 5 at 9:45 am.
“We must be able to trust people in these positions to serve with honesty and integrity, and this defendant has done serious damage to our city with her corrupt behavior,” said Attorney General Coleman.
The Public Integrity Unit of the Louisville Metro Police Department (LMPD) investigated the case. Assistant Attorney General Barbara Maines Whaley prosecuted the case on behalf of the Commonwealth.
