Governor Beshear Appoints Member to Kentucky Board of Emergency Medical Services

FRANKFORT, KY – Kentucky Gov. Steve Beshear has appointed James Carroll Locke to serve as a member of the Kentucky Board of Emergency Medical Services. He represents basic life support ambulance providers.

Locke is the executive director for Mercy Regional EMS in Paducah. He also serves as deputy director of emergency management in Graves County. He and his wife, Stacy, live in Boaz.

This appointment replaces Carl L. Vincent, who has resigned. Locke shall serve for the remainder of the unexpired term ending Sept. 19, 2011.

The Kentucky Board of Emergency Medical Services consists of 18 gubernatorial appointees. The board is charged with regulating EMS licenses and ensuring all licensed and certified EMS workers in Kentucky practice within the state’s code of conduct for emergency services.
